Kelli Brown graduated from Concordia University-Irvine with a Bachelor of Arts Degree in Psychology. Kelli then went on to earn her Juris Doctor from Thomas Jefferson School of Law in San Diego, CA. During law school, Kelli had the opportunity to clerk for the Honorable Judge M. Marc Kelly at the Superior Court of California in Santa Ana, CA.

Since graduating law school, Kelli has gained a wealth of experience advocating for and preserving the rights of creditors primarily in bankruptcy and replevin related matters. This has provided Kelli with her commitment to a client first perspective and the drive to zealously advocate for a client’s success.

Kelli joined LS Carlson Law in 2024 as an Associate and works primarily with homeowners on Homeowner’s Association disputes.

In Kelli’s free time, she enjoys spending all of her time with her husband and two young children. Kelli also enjoys exploring new places, trying new restaurants, and is a super fan of Buffalo Bills football.

Jocelyn Chidsey knows what it looks like when someone with power refuses to play fair. Before joining LS Carlson Law, she spent years in plaintiff's litigation—fighting for people in personal injury and commercial disputes who were up against better-resourced opponents. That work taught her something she brings to every HOA and COA case: how to dig in, stay sharp, and get results when the other side expects you to give up.

Now, Jocelyn focuses that same tenacity on representing homeowners in association disputes across Florida. She's seen how boards operate when they think no one's watching—and how quickly things change when a prepared attorney steps in.

A Palm Beach County native, Jocelyn earned her law degree cum laude from North Carolina Central School of Law, where she received the Book Award in Torts and held leadership roles in multiple legal organizations. Her judicial internships—including with the North Carolina Court of Appeals and a federal magistrate judge—gave her early exposure to property, contract, and administrative law, all of which inform her work today.

Outside the office, Jocelyn volunteers with the Animal Legal Defense Fund and has a history of pro bono service helping tenants navigate housing disputes.

She's licensed in both Florida and North Carolina and was named a Super Lawyers Rising Star in 2023 and 2024.

Stephen “Rusty” Kozak is a distinguished attorney specializing in real estate and business transactions, with 7 years of experience in the legal field. Rusty’s academic journey began with a Bachelor of Business Administration in Business Economics from the University of San Diego. Logan Kuninobu-Ford joined LS Carlson Law in January 2026, bringing with him a strong background of advocacy and service.

Prior to admission to the California State Bar, Mr. Kuninobu-Ford gained experience both as a law clerk working with plaintiffs in civil liability claims and as a student attorney at University of the Pacific, McGeorge School of Law’s Elder and Health Law Clinic. Both of these experiences solidified his determination to fight for people and communities in his legal career. Following admission to the bar, Mr. Kuninobu-Ford transitioned to insurance defense litigation, where he represented non-profit defendants in the San Francisco Bay Area.

Outside the office, Mr. Kuninobu-Ford enjoys running and baking, and values time with his family.

Irma Sandoval is an associate at the Boca Raton office of LS Carlson Law, where she primarily represents homeowners in disputes involving Homeowners Associations. Irma is dedicated to advocating for her clients and helping them navigate complex HOA matters with skill, diligence, and a solutions-oriented approach.

Irma earned her Bachelor of Science in Criminology and Psychology, Magna Cum Laude, from Florida State University, and her Juris Doctor from Georgetown University Law Center. While in law school, she served as Senior Proofing Editor of the Georgetown Immigration Law Journal and as a student attorney for the Social Enterprise and Nonprofit Law Clinic, where she advised nonprofit organizations on corporate and tax matters.

Before joining LS Carlson Law, Irma gained experience handling bankruptcy cases, negotiating debt settlements, and defending clients in construction defects and other complex legal disputes.

Irma is a member of The Florida Bar and is admitted to practice before the United States Bankruptcy Court for the Southern District of Florida.

Garbis R. Tchillingirian joined LS Carlson Law in May 2025, bringing with him a strong academic background and diverse legal experience. He earned his Bachelor of Arts in Political Science with a minor in Business Administration from California State University, Fullerton. During his undergraduate studies, he was recognized as a National Political Science Honor Student, received the 2014 Best Undergraduate Academic Paper Award, and had his work published in the university’s Department of English journal.

Mr. Tchillingirian went on to attend Western State College of Law, where he distinguished himself both academically and through his leadership roles. He was actively involved in the Business Law Association and served on several key committees, including Faculty Appointments, Finance, and Communications. He also held leadership roles as the social chair and vice president of the Armenian Law Student Association. His academic excellence earned him Witkin Awards in Employment Law and Contract Drafting, and he was a contributor to the law school’s newspaper. Mr. Tchillingirian graduated with Honors in 2020, ranked in the top six of his class, and was recognized as both an Honor Roll student and a Dean’s Fellow.

Following admission to the California State Bar, Mr. Tchillingirian began his legal career at a firm specializing in trust and estate litigation, disputed conservatorships, and estate administration. He later transitioned to a firm where he focused on insurance defense litigation. At LS Carlson Law, Mr. Tchillingirian leverages his broad experience to advocate for clients with a focus on integrity, diligence, and results-driven representation.

Daniela N. Tolliver is an experienced Associate at LS Carlson Law with a vast understanding of the nuances of business and litigation. She is dedicated to using her litigation skills to zealously advocate for homeowners’ rights as she understands how important these rights are to her clients. Daniela graduated summa cum laude from Stetson University with a bachelor’s degree in international business before graduating cum laude from Stetson University, College of Law, the No. 1 ranked trial advocacy law school in the country.

Daniela has been practicing law in Florida for over 15 years. Prior to joining LS Carlson Law, Daniela utilized her litigations skills to represent clients throughout central Florida. Her legal experience includes estate planning, probate, business law, criminal law, and civil litigation. This diverse background equips her with a comprehensive understanding of legal intricacies that are invaluable when representing homeowners in their disputes with HOAs and COAs.

Daniela began her career as an Assistant State Attorney for the Tenth Judicial Circuit of Florida. During her time as a prosecutor in Polk County, she tried approximately 70 jury trials, argued countless pretrial motions, and handled a myriad of crimes ranging from misdemeanors to the most serious felonies. As Daniela proceeded with her career she recognized the growing role of digital evidence in the practice of law, and wanting to stay ahead of it, she joined the Special Projects Division where she worked closely with experts and law enforcement prosecuting Internet Crimes Against Children (ICAC).

Daniela is a member of the Florida Bar in good standing as well as a member of the bar of the Middle District of Florida. In her free time, Daniela enjoys giving back to the community as a Magistrate for the Teen Court Program, a volunteer Attorney Ad Litem for Crossroads for Florida Kids, and a participant in charity runs.
